A draft of a bill in the House Energy and Commerce committee will require all new cars to have "Black Boxes" installed to record information 60 seconds before and 15 seconds after a crash. The legislation would also require cars to have a brake override system which stops a car from sending power to the engine when both the gas and brake are being pressed simultaneously.This was prompted by the recent Toyota sudden unintended acceleration cases, and the recall of over 8 million vehicles because of accelerator and brake problems.

The proposed legislation would also eliminate the cap on civil penalties a manufacturer could face.
