The American Trucking Association has been a strong advocate of drug and alcohol testing, but feels that not enough has been done by Congress and the Federal Motor Carrier Safety Administration. They have also requested the establishment of a clearinghouse for test results in order to close a loophole in the rules to prevent drivers from job hopping when they violate the rules.
Congress has now mandated that the FMCSA create a clearinghouse because no progress was being made.
This problem has been in the national spotlight due to the recent rash of bus accidents caused by drivers that are over-worked and under the influence of substances.
